Name of the Union is Baripada Degree College Students' Union. The following rules constitute the Students' Union of the College.
Functions of the College Union :(i) To organise discussion on the general and academic problems.
(ii) To organise debates and literary competition among students.
(iii) To suggest the Principal to invite eminent persons to address the Union.
Aims :(i) To act as the sole organ of the students opinion in all matters of students' interest within the framework of the college rules.
(ii) To foster, encourage and cooperate academic life, unity and cooperation among the members of the Union.
(iii) To work for the development of the Cultural life and to uphold the moral values of the student community.
(iv) To promote educational, social and general interest in students and to take such other steps as are conducive to the fulfilment of the above objectives.
Membership :All bonafide students of the college are ipso facto members of the College Union. One whose name is not on the College roll of the college can not be a member of the Union.
Office Bearers :The following shall be the office bearers of the Union.
(i) The President
(ii) The Vice-President
(iii) The General Secretary
(iv) The Assistant Secretary
The Executive Committee:The Executive Committee of the College Union shall consist of the following:
(i) All office bearers of the College Union.
(ii) Class Representatives elected from each class (Not from each section).
(iii) Secretary, Boys' Common room
(iv) Secretary, Girls' Common room
(v) The Adviser
(vi) Associate Advisers.
Functions of the Executive Committee:(a) The Executive Committee of the College Union shall discuss the budget at its first meeting for the session and decide from time to time upon all other matters concerning the activities of the Union, in accordance with the provision laid down in the Calendar.
(b) (i) An ordinary meeting of the Executive Committee will be called by the Secretary in consultation with the Adviser. Notice of such meeting with date, time, place and agenda shall be given to members at least 48 hours prior to the meeting. (ii) An extra-ordinary meeting of the Committee can be called at any time by the Principal. (iii) A meeting of the Executive Committee shall be presided over by the President or in his absence by the Vice-President or in the absence of both of them by any members of the Committee elected at the meeting (such election being conducted by the Adviser). (iv) No meeting of the Executive Committee except meeting convened without the Adviser or Associate Adviser. (v) 50 % of the members of the Committee shall constitute the quorum. Meeting adjourned for want of quorum shall not need a quorum at its next meeting provided three days' notice is given to the members. (vi) The detail of the meeting shall be maintained by the Secretary and a copy thereof shall be communicated by the Secretary to the Principal through the Adviser within two days.
Adviser :(i) There shall be an Adviser and Associate Advisers appointed by the Principal from among the members of the staff.
(ii) The Adviser or the Associate Adviser shall be present at ordinary and Executive Committee meeting of the Union. He will assist by helpful suggestions if necessary in the proper conduct of the meeting. The President may refer to him any rule for interpretation and the decision of the Adviser, when so referred to, shall be final.
(iii) The Adviser or the Associate Adviser can preside over the meetings if specially requested by the Principal.
(iv) In absence of the Adviser, the Associate Adviser shall take his place and shall discharge all the functions of the Adviser.
President :As per decision taken on 02. 02. 1999 any member of the Union is eligible to stand for, the Presidentship of the Union. The President shall president over all ordinary meets of the Union at which he is president. He shall be responsible for maintaining order. His ruling shall be final except where he requests the adviser's in which case the ruling of the Adviser shall be final.
Vice- President :Any member of the Union is eligible to stand for the post of the Vice-President. In the absence of the President the Vice-President shall discharge all his duties.
General Secretary :(i) Any member of the Students' Union is eligible to contest for the Post of the General Secretary.
(ii) The Secretary shall arrange debates and cultural activities and give notice for all meetings.
(iii) He shall select the subject for debate in consultation with the President and the Adviser.
(iv) The Secretary shall maintain details of all accounts of all expenditure incurred by the Union during the year supported by the voucher which should be passed by the Adviser.
(v) The Secretary is liable to keep harmony and proper coordination among the members of the Union and he should bring any discrepancy to the notice of the Adviser.
Assistant Secretary :(i) Any member of the Union is eligible to contest for the post of the Assistant Secretary.
(ii) The Assistant Secretary shall assist the Secretary in the discharge of this duties and in his absence perform all his functions.
